Good luck or bad luck?

Whenever we hear that people strike lottery, we say “such a lucky person.” Whenever we hear people make money from stock market investment, we also remark that “so lucky.” As if a person can only has good luck or bad luck.
The world is seldom in black or white. There is no such thing as absolute good luck or absolute good luck.

The Appeal by John Grisham
The Appeal by John Grisham is rather disappointing.
I was looking forward to the courtroom scene, but The Appeal by John Grisham was not a book about lawyers and courtroom. The Appeal is about politics. The Appeal is about a rich man selecting a candidate and buying for him the political office of Supreme Court justice.
I like books with a good ending. The Appeal by John Grisham
disappoints in this sense. The Appeal 
is not about upholding justice. The Appeal shows that a rich man can gain the support of the government and Supreme Court Judges.
I think John Grisham
made use of The Appeal to show his displeasure of judicial system in Mississippi. The Supreme Court Judges should not be voted into office. They should be appointed.
The fact that those judges need the financial support to run for office means that they will have a conflict of interest. They cannot be partial since they have to support the people who give them money for campaign.
It is a disgrace to have current Judges running about to gain support. It is a disgrace to have Supreme Court Justice advertising in the TV to ask people to vote for them. They should be above begging for votes.
Of all the books by John Grisham, The Appeal is a book that really disappoints. I felt that A Time to Kill is still the best of all his books.
The Appeal is a thought provoking book. The Appeal shows that there is no perfect justice in this world. Money is King. The person with money can buy anything. The Appeal highlights the shortcoming of the judicial system.
It is sad to see that rich guy can spend million of dollars to market a person into judicial office, and brainwash him into doing the will of the rich man.
I admire the lawyers, Mary Grace and Wes, for their love and dedication for justice in The Appeal. They lost everything and fight for justice for five long years. They trust in the judicial system, and hope that they will bring comfort to their clients and friends. Their clients and friends have lost their loved ones to cancer due to the pollution caused by the chemical company.
It is sad to see that dedication and love for justice does not prevail. If the Appeal by John Grisham
ends differently, it will be better. The ending of The Appeal is disappointing in that the rich and evil man triumphs and get away with killing so many innocent people.

Weirdoes in Casino
Casino is one of the best places to study human behaviors.
Many respectable looking people enter the casino everyday. They look respectable until they start to gamble. Gambling brings out all the weird behaviors in gamblers. I guess even animals will scratch their heads and wonder where all the weirdoes come from.
I have the opportunity to study human behavior in a casino over the weekend. I like to wander among the rows of slot machines, and watch the people playing slot machines.
There are many interesting observations of the weirdoes in casino.
One middle-aged man claps his hands every time when the bonus features come. The slot machine apparently likes his clapping. Maybe the clapping makes the slot machine feels like a celebrity.
The slot machine keeps on giving him the bonus feature. The two rows of slot players look at him whenever he starts clapping at the slot machine. Some slot players look at him with envy. Some slot players look at him with pity as if he is a certified lunatic.
This middle-aged man looks like a respectable managerial staff when he leaves the slot machine. I think his employees will get a shock to see their boss acts like a kid.
I notice many elderly women visiting the casino. Many of them have the “kind, old grandmother” faces.
One such “kind, old grandmother” sits down at the slot machine. She starts to pound at the slot machine within three minutes. Her pounding irritates all the other slot players. They give her a disgusted look, and secretly hope that she will lose more money.
This “kind, old grandmother” no longer looks like a kind, old grandmother. She looks like the mother of the Devil.
I think the slot machine is very smart. The slot machine keeps on sucking her money, and refuses to let her win. I guess you have to pay a higher price for abusing the slot machine.
There are many faithful slot players in the casino. They stick to a slot machine faithfully. They talk to the slot machine as if talking to their grandchildren. They praise the slot machine when they win. They stay faithfully with a particular slot machine from morning to night, day after day. I hope they are as faithful to their marriage mate as they are faithful to the slot machine.
There are many busybodies in the casino as well. These are the ones who walk around the casino, watching the gamblers in play.
When they see a slot player having extremely good luck, they will gather and shout their encouragement. They are shouting encouragements to the slot machine.
They keep on shouting “up, up, up” and “higher, higher, higher” to the slot machine, as if the slot machine will let the player win the major jackpot. Their hands and legs are not idle. Their hands move wildly up and down, and from side to side. Their legs stomp on the carpet.
If shouting is effective, I guess many big bosses will hire a gang of screamers whenever they visit the casino.
When those weirdoes win the minor jackpots, they will talk so loud that everyone knows. They talk in such a cocky tone about winning the jackpot, as if they are the only smart persons in the universe. Obviously, everyone hates them, especially the losers.

Many respectable looking people enter the casino everyday. They look respectable until they start to gamble. Gambling brings out all the weird behaviors in gamblers. I guess even animals will scratch their heads and wonder where all the weirdoes come from.
I have the opportunity to study human behavior in a casino over the weekend. I like to wander among the rows of slot machines, and watch the people playing slot machines.
There are many interesting observations of the weirdoes in casino.
One middle-aged man claps his hands every time when the bonus features come. The slot machine apparently likes his clapping. Maybe the clapping makes the slot machine feels like a celebrity.
The slot machine keeps on giving him the bonus feature. The two rows of slot players look at him whenever he starts clapping at the slot machine. Some slot players look at him with envy. Some slot players look at him with pity as if he is a certified lunatic.
This middle-aged man looks like a respectable managerial staff when he leaves the slot machine. I think his employees will get a shock to see their boss acts like a kid.
I notice many elderly women visiting the casino. Many of them have the “kind, old grandmother” faces.
One such “kind, old grandmother” sits down at the slot machine. She starts to pound at the slot machine within three minutes. Her pounding irritates all the other slot players. They give her a disgusted look, and secretly hope that she will lose more money.
This “kind, old grandmother” no longer looks like a kind, old grandmother. She looks like the mother of the Devil.
I think the slot machine is very smart. The slot machine keeps on sucking her money, and refuses to let her win. I guess you have to pay a higher price for abusing the slot machine.
There are many faithful slot players in the casino. They stick to a slot machine faithfully. They talk to the slot machine as if talking to their grandchildren. They praise the slot machine when they win. They stay faithfully with a particular slot machine from morning to night, day after day. I hope they are as faithful to their marriage mate as they are faithful to the slot machine.
There are many busybodies in the casino as well. These are the ones who walk around the casino, watching the gamblers in play.
When they see a slot player having extremely good luck, they will gather and shout their encouragement. They are shouting encouragements to the slot machine.
They keep on shouting “up, up, up” and “higher, higher, higher” to the slot machine, as if the slot machine will let the player win the major jackpot. Their hands and legs are not idle. Their hands move wildly up and down, and from side to side. Their legs stomp on the carpet.
If shouting is effective, I guess many big bosses will hire a gang of screamers whenever they visit the casino.
When those weirdoes win the minor jackpots, they will talk so loud that everyone knows. They talk in such a cocky tone about winning the jackpot, as if they are the only smart persons in the universe. Obviously, everyone hates them, especially the losers.
There are so many weirdoes in casino. I think the slot machines are the only rational ones in the casino. They suck money happily from all the weirdoes. They give out a portion of money as winnings in order to keep the weirdoes on the hook.

Imagination is more important than knowledge
Albert Einstein said that, “Imagination is more important than knowledge.” Albert Einstein proved the truth of the statement. Without the imagination of Albert Einstein, we would not know that energy could convert to matter, and matter could turn into energy.
Imagination is more important than knowledge. A person who does not know much, but has good imagination, can have a successful life, and ability to solve whatever problems life hands to him.
While many people know and agree that imagination is more important than knowledge, they are not training themselves to use their imaginations. Due to the kind of working condition, many people are so used to follow the standard operating procedures (SOP), rather than use their imaginations to solve the problems.
Actually it is better to use imaginations to come out with different ways to solve the problem, and then compare the ideas with the standard operating procedures. In the event that the any of the ideas is a time-saver or cost-saver, they can propose to the management for consideration.
In this case, they will prove that imagination is more important than knowledge. After all, a company has to progress. No company can keep the standard operating procedures for a hundred years, and able to retain the most profitable position in the industry. When the employees of the company can generate new ideas due to the belief that imagination is more important than knowledge, the company can keep the edge and be industry leader forever.
Many writers, especially fiction writers, fear the day that their imagination stops working. To those writers, imagination is not only more important than knowledge, imagination is their livelihood. They need a lively imagination to make a living. Without a better imagination than the rest of the populations, they cannot write outstanding books to entertain the rest of us.

Chongqing gangsters Xie Caiping and others
Chongqing used to be famous for the steamboat. Now, Chongqing is famous for having gangsters.
Xie Caiping, Liu Zhongyong, Li Qiang, Liu Chenhu, and others are the head-mobsters in the recent crackdown. As many as 1,500 gangsters were arrested in Chongqing.
Liu Zhongyong was sentenced to death on 21 October 2009. That was not sufficient punishment, Liu Zhongyong was also fined for 500,000 RMB.
I wonder why the China government does not want to simply confiscate all his assets. After all, Liu Zhongyong had committed so many crimes as the Lead Mobster. The China government could just confiscate his assets and distributed the assets to his victims. Liu Zhongyong would not need the money anymore. Liu Zhongyong and other gansters definitely do not need to use the money to pay for tickets to hell.
Some victims lost their lives, and I’m sure the families will gladly accept the financial compensation from the government.
The highlight of this Chongqing gangsters crackdown is on Xie Caiping, the notorious female Lead-Mobster.
Apparently the fairer sex can reach the leadership role in China, as Xie Caiping had proven.
Just too bad that Xie Caiping was not the sexy and glamorous mobster that Hollywood would love.
Xie Caiping was charged for illegal operating of casino and gambling activities. Just too bad that Xie Caiping was from Chongqing. If Xie Caiping was born in Macau or Las Vegas, she would make a name for operating the profitable and luxurious casino.
There were many rumors about Xie Caiping, including her “supporting 16 males for sexual pleasures” rumor. If that was true, Xie Caiping must had copied from Empress Wu Zetian, to keep a palace of male concubines.
Xie Caiping admitted only to having one lover, a 26 years old tall and handsome guy.
Xie Caiping had beaten up an undercover policeman in August 2008. In defense, Xie Caiping said that she did not know that he’s a policeman. I bet it’s fortunate that Xie Caiping did not know that his real identity, otherwise the poor policeman would not live.
Xie Caiping was charged for 5 offences. However, the maximum penalty for the five offences does not include death sentence. Unless there are evidences for more serious crimes, Xie Caiping is going to live, while 6 gangsters had already been sentenced to death.
I think the least the China government could do is to confiscate all their assets. After all, there is no point in letting anyone profiting from illegal activities.
Xie Caiping was fortunate to have a brother-in-law, Wen Qiang, as a deputy police chief.
Without such strong connection with the corrupted deputy police chief, Xie Caiping would not become so notorious, and earned the title of “Elder sister Xie”.
I hope Wen Qiang dies a slow death for causing so much hurt to the victims. Wen Qiang, in his role as the Deputy Police Chief, committed more crimes than the criminals. He raped, participated in money laundering, protecting the gangsters, destroyed evidences, and doing whatever to protect the interests of the mobsters.
The best is to put all the gangsters to death, including Xie Caiping. This will clean up the society of Chongqing. After all, it's not fair to kill the male mobsters and keep the female mobster alive.

How To Improve Personality
You are unique. You have a distinctive personality and talents that nobody has. Out of the many billions of people who lived in the past, are living in the present and will be alive in the future, there is not a single person with a personality like yours.
Yet you are not happy with your personality. You want to improve your personality. You are deeply aware of your imperfections and your weaknesses. You yearn to be a better person. How do you improve personality?
Let us understand the four factors that influenced our personality. You will learn whether you can make use of the four factors to improve your personality.
The first factor that influence our personality is genetic influence. This is only factor that you have absolutely no control over. You cannot choose your parents. You cannot choose the genes that they pass to you. To a certain extent, you inherited certain character traits from your ancestors through your parents. This is the factor that you absolutely cannot use to improve personality.
The second factor that influence your personality is your environment. When you are young, you do not have the power to change your environment. Your parents decide which school you attend. The government and the school decide how stressful your study environment is.
If you are studying in a very stressful and competitive environment, you will learn to be competitive.
This competitiveness becomes part of your personality. It is not easy to get rid of all the factors that mold your personality. Those personality traits that are learnt from environment can unlearnt. That takes time, but it can be done. You can learn how to improve personality by reliving your childhood, and identity those bad personality traits you learnt in your childhood.
You can choose to live in any country you like when you are older and have earning powers. You can choose where to work, how much you want to earn, how long you want to work. The environment factor is partially within your control when you are an adult and have earning power. You can control the environment factor to an extent, and use this control over environment to improve your personality.
For examples, you grow up among those friends who love to fight. You can move out of the neighborhood and make new friends with people with more peaceable personality. It is easier to improve personality through changing environment, and friends.
The third factor that influences your personality is your education. Education includes both formal education in your formative years and lifelong education you receive everyday. Experience is a good teacher. It is part of your education.
The books that you read, the shows that you watch and the words that you hear are all part of your continuing education. You do have a power to decide what to learn. You do have a power to decide whom to learn from.
This factor is very much within your control. If you want to be a Christian, you can choose to read Bible from cover to cover. You can choose to change your personality to become a true Christian by God's standard.
You may not be able to change your life, but you can choose to learn from the bitter experience in life. By doing that, you are changing your thinking and personality.
The last factor that will improve your personality is your desire to become the person you want. Your desire to change your personality to become the person you want is the only factor that is totally under your control. You will become the kind of person you want.
If you desire to be a competitive person who cannot afford to lose in life, you will find yourself competing in everything. You compete with your colleagues over promotion prospects. You compete with your neighbours over material possessions.
If you do not desire to keep the competitive spirit, you can change yourself to be a contented and happy person.
The desire to become a better person, the desire to improve personality must be strong enough to cause drastic change. You cannot become a better person if you refuse to change.

Fast Food is slowly killing us
Many people know that fast food is not the best kind of nutritious source. In fact, fast food is killing us. Fast food does not kill us fast. Fast food kills us slowly, causing all the chronic health problems before releasing us in death.
The attraction of fast food is the speed and service of the fast food restaurants. You do not have to wait a long time for your burgers or fried chicken wings. Fast food restaurants do provide the food fast, and with reasonably good customer service.
However, the nutritious value is seriously lacking in fast food. A set meal with upsize soft drinks and French fries has too many empty calories (from sugar), and too much saturated fats.
While eating fast food is an enjoyable experience in the clean and nice fast food restaurant, the price of eating too much fast food is the cost of our health, and the loss of ability to enjoy life fully in old age.
Many people enjoy fast food, without thinking that fast food is slowly killing them. They do not believe that humble burgers, with upsize soft drinks, and French fries can kill. They have to consume fast food for many years before coming to the realization that fast food does kill, and fast food kills slowly. By the time they come to their senses, it is too late.
Their health conditions are so bad that they have to pop pills for the rest of their lives. They cannot blame the fast food restaurants. Fast food restaurants do not hire people to hold a gun to their heads and force them to consume fast food every day. They make their choices, and they refuse to accept evidence that fast food is junk food. Now they have to live with the consequences of ill health due to their love of fast food.
Some fast food restaurants do offer healthy food. However, healthy food such as salad does not sell well, since people do not come to fast food restaurants to eat salad. So folks, if you suffer from ill health later on in your life, blame yourself, do not blame the fast food restaurants. After all, you live in a free country. You live in a country of abundance, and you choose to eat fast food regularly.
Fast food should not be our meal of choice, and should not be our regular dining choices. Do remember that fast food kills slowly, whenever you are tempted to eat fast food or upsize your meal.
Try to widen your choice of selections, to include healthier food. Try to limit visit to fast food restaurant to just a couple of times per month. Do not think of eating fast food as a norm in your life. Think of healthy food, so that you will be wealthy and healthy.

Reflection: Money Laundering and Singapore
As a Singaporean, it is rather sad for me to see that so many articles on money laundering mention Singapore.
Even though the government is working very hard to crack down on money laundering, I doubt those bad guys will stop Singapore as money laundering hub.
The traditional methods of money laundering as in layering and similar methods leave a paper trail for authorities to trace. As the money launderers become smarter, they will find other means to launder money, making it hard for the governments to trace.
The other day I was waiting for my mother. She went to buy lottery tickets. She met a friend of hers who was working as supervisor in a local company. Reflection: No money no life
I learnt long ago that “no money no talk”. However, nobody teaches that actually “no money no life” is the reality.
I remembered that way back in kindergarten, we knew that no money no talk was, is, and will be the fact in life. However, in those days, teachers and parents seemed to focus that money is not everything. They failed to tell us that money is everything, because no money no life.
What they should say is that money is everything, but excess money is not everything in life. No money no love, no money no life. In this world, money is everything. Giving birth to baby is joyous only when you have the money to pay for the hospital bills, and all the expenses related to taking care of baby.
If you have no money, no job, no saving, having a baby is the last thing you want in the world.
In fact, death needs money too. Coffin costs money, and funeral cost money. No money for funeral is unthinkable. In ancient China, those people can sell themselves off as slaves to pay for the funeral expenses of their parents.
But today, when the supply of labor outstrips the demand for labor, nobody is going to hire you just because someone dies, and you need money for funeral.
No money no love too. Romantic love is romantic only when you have the money to pay for the candle light dinner, and a movie later. Love feels great only when you have enough money to pay for the house, the car, and pay off the credit card debts.
If you have no money, no job, and more debts than you can repay, love is painful. No money no life. You need money to pay for a good time together.
When I read in the newspaper that those folks in the Middle East countries are spending their way out of recession, I really envy them.
They have money. The Middle East governments have money. Their sovereign funds are having a great time buying up so many companies at a bargain. Their princes and princesses are having such a good time traveling around the world, shopping and eating, and giving tips worth the annual salary to whoever they fancy.
They have money and they are having a great time in this recession. The picture of happiness shown in the newspaper of wealthy Middle East people spending their ways out of recession is making me see green.
They are such lucky creatures. They do not need to worry about “no money” sickness in their lifetime. The ground they are standing is able to ooze out oil and make them rich.
Even when the economies of many countries are out of recession, that does not mean that jobs are in abundant. Many people are still in “no job, no money, no life” stage of life, and are likely to experience the “no money no life” living for the next few months.
When we are not working, the best to do is to travel the world, and enjoy the goodness of life. The only thing is that we lack the money. No money no holiday. No money no cable TV. No money no restaurant meal. No money no enjoyment. No money no life.
No money but many debts is not an ideal condition. No money but too much time is not ideal too.
It’s unfortunate that we born in the wrong part of the world, if only we are citizens of the oil-dripping Middle East countries, we do not have to worry about income tax, paying for college education, paying for gases and cars. All we have to worry about is how to spend all the money.
These people are not filthy rich. We cannot say that they get rich by filthy means. They get rich because of the oil flooding the ground underneath their feet.
Their money comes from all parts of the world, and the money will keep on coming until the oil runs out. By then, their sovereign funds have so much investments around the world to pay for their luxurious lifestyle.
We can only hope that the good times are back again, and the “no money no life and too much debts” situation will improve.

The day we wear solar panel clothing
So far we have solar panels for home use, office use and big ones to generate more electricity from the sun.
The solar panels is getting more and more compact, and with better conversion of solar energy into electricity.
At the rate that the scientists are working, we will have solar panel as thin as cloth in the future. The thin solar panel will have better conversion of solar energy. That will come a time when all the latest fashions make from solar panel material.
Let my imagination runs wild and let us look into the future. Imagine the day when all the dresses, shirts and every garment comes from solar panel material. We will have solar panel hat, solar panel dress, solar panel wedding gown, solar panel handbag, solar panel pants, solar panel shoes, solar panel socks etc. In fact, everything we wear comes from solar panel material.
How nice to put on solar panel T-shirt and jeans to go for a walk. Can you imagine an hour walk and we have generated enough electricity to power the house for an evening? That will be marvelous. I bet people will like to go out under the hot sun, just to save money on electricity, since they can generate electricity with solar panel garments to power their houses.
By the time that the world runs out of oil, and we are able to wear our solar panel clothing to generate enough electricity for personal use, we will not need to pay so much for electricity. More people will walk under the sun, rather than taking public transportation or drive, since they need the solar energy to generate electricity.
Hopefully the technology is good enough that we can generate and store the electricity in summer, and use the electricity in winter.
By then, the property price of Africa countries and tropical islands will shoot through the roof. When solar energy becomes the main sources of electricity supply, many governments will pay high price to rent a land that the sun shines every day.
Sun tanning will be outdated practice, because we cannot generate electricity unless we put on solar panel clothing.

What I like to do on a rainy day
I love rainy day. I love rainy day when I do not have to work. I love rainy day when I can stay home whole day and watch the rain.
I love to watch the sky and clouds on a rainy day. I love to watch the black clouds gather, and watch the sky in anticipation of day.
The feelings of anticipation of a stormy, rainy day is as exciting as watching the stock market. I know that it is going to rain. I know that it is going to rain heavily. However, I do not know when and how the rain will fall.
Sometimes the sky blackens for an hour and the rain does not fall. Sometimes the rain starts to fall before the sky blackens. Most of the times the sky blackens as more and more black clouds cover the sky. The wind is howling, and chasing the stormy clouds to cover the sky.
I love rainy day. I love to see the sky blackens with stormy clouds. When the wind stops to howl, there is a profound silence. The birds stop singing. The world stops. Time stops. All of a sudden, a clap of lightning, and the rain beats down on the world.

I love rainy day. I love to see the sky blackens with stormy clouds. When the wind stops to howl, there is a profound silence. The birds stop singing. The world stops. Time stops. All of a sudden, a clap of lightning, and the rain beats down on the world.
I love rainy day when I am safely hiding under the roof. I love to stand by the window and watches the world drenches in raindrops. I love rainy day, and I love to watch people running for cover.

I hate to venture out of my den on a rainy day. When it is raining on a Monday morning, that really dampens my mood. How I wish the rainy day happens on non-working day. How I wish the rainy day always happens on those days I can stay home and enjoy the cold weather.

The best is to enjoy a steamy bowl of Campbell’s soup, and sleep on a rainy day. By the time I wake up, the rainy day is over, and the sky is bright and clear again.

Information is king
In whatever age, information is king. Many governments are willing to pay huge sums of money to secure information, commonly known as gathering intelligence. Without information, reliable and accurate information, governments are not going to win the war against terrorism.
Recently, in a fantasy written by Simon R Green, The Spy who Haunted me, he mentioned of Intelligence Agencies setting up booths to buy information. Even though in reality, governments do not set up booths to buy information, but they are paying lots of money to buy information in another sense.
Information is king, for the government, businesses, and us, as individuals. Many people received information everyday, through newspapers, magazines, emails, and websites. The problem is not lack of information. The problem is that we do not know how to make use of information.
Many people suffer from information overload, and that causes stresses for them. Information overload is the result of people having more information than they can absorb and make use. There is no point knowing everything about cancer if your job, and your private live does not demand it. You can safely put the information aside, and just know how to take care of your health, to prevent cancer.
The most important thing is to get the information you want at the time you want it. As in everything, information is king, and timing is king.
Let us assume that a company is looking into investing in an area with rich resources. The company is thinking of pouring million of dollars to build a plant there. Before the company sinks the money, it receives reliable information that there will be political unrest. This piece of information, at the right time, can save the company from ruin. To outsiders who are not affected by whatever political situation, this piece of information does not mean anything, it just is not important.
Many people do not have the ability to make full use of information that they gather everyday, that’s why they are not rich.
Many investors have the ability to read newspaper, and gather information to make wise investment choices. They are able to make millions and millions from access to information, and ability to make use of information.
I think that many of us need to brush up our ability to check the accuracy of information. Misinformed is worse than having no information at all. Research is crucial. The ability to find out the accurate information and make decision bases on right information can mean life and death in some instances.
Many of us have to learn to make use of information. For instances, when we read something in the newspaper, we just read for interests, and many times we simply forget the information. We can change our mindset, and asks “how do I benefit from this information” and “how can I make money out of this information”, by learning to change our thinking, we will learn to make use of information we gather for our benefits.
For instances, we learnt of the increase in oil prices. Do we link to the prices of palm oil and the listed companies that own palm oil plantations? If we do, the next thing we will do is to find more information about the listed companies, and consider investing in these companies.

Gates Foundation Offers Internet Access Assistance to Public Libraries in US
Bill & Melinda Gates Foundation is continuously providing internet access assistance to public libraries across the United States through Opportunity Online program.
The grant from Gates Foundation covers installation and improvement of Internet access to help provide high quality, fast, and free internet access to computers in public libraries. Many people use the computers for Internet access.
Opportunity Online is granting assistance for internet access in the form of funding, technical support, and associated training for at least two years in each public library. This internet access program is primarily focused on assisting public libraries to provide better internet access to the populations.
Public libraries that have obsolete technology are given first priority in upgrading infrastructure for internet access. Eligible libraries should at the same time be able to secure funding commitments before receiving any grant from the program. This is to make sure there is appropriate community support for maintenance of computer upgrades.
It is estimated that about 40% of the US population are still not enjoying Internet access at their homes. Thus, public libraries are serving and facilitating critical link between users and technology, especially to many who are not able to afford getting Internet access services on their own.
It is not surprising that many Americans are using Internet access in public libraries to study for online degrees, starting and advancing small businesses, finding jobs and submitting resumes, learning languages, accessing to government e-services and information, making money online and other purposes.
Most public libraries are applying for grants from Opportunity Online because Internet access has really become among the most essential services that are required by people. Library administrators assert that their facilities must be able to maintain technology tools to help more people gain internet access so that they can use information and services offered online.

The US government looks at high-speed Internet access
The United States government is reinforcing its plans to make high-speed Internet access more available and affordable to every citizen of the country.
A $787 billion economic stimulus bill the federal government has signed for 2009 would include a $7.2 billion budget to fund the national broadband internet access initiative. The Federal Communications Commission, the agency tasked to take responsibility in spearheading the project, is all set to implement efforts for the countrywide internet access project.
US President elect Barrack Obama has made the broadband internet access nationalization project part of his priorities, as promised during the presidential campaign of 2008. This way, the government is hoping Internet access would be made more possible, more affordable, and more convenient even across underserved areas in the country. Affordable and reliable high-speed Internet access seems to be part of a more important economic platform the Obama administration is gearing for.
The US government looks at high-speed Internet access as a successful and potential driver of the country’s economic growth in the short- to long-term. When the US Congress assigned the FCC to develop a national broadband internet access plan, it emphasized that the action is aimed at accelerating economic growth. It is hopeful and is certain that a more developed broadband Internet infrastructure in the US could help create more good-paying jobs, spur better and more useful innovations, and effectively connect small businesses to make them even more competitive and progressive.
A well-developed Internet access facility across the nation is also seen as essential for improvement of educational opportunities, better delivery of healthcare, and further revamping of basic operations of fire fighters and police, who could rely on improved communications for better implementation and enforcement of overall public safety and orderliness. At the same time, cleaner energy at basically lower costs could also be made more possible.
US citizens are expected to get involved in the national broadband rolling out and development process. In the third to last quarter of 2009, FCC is set to host national discussions and forums to tackle the design of the national Internet access plan. Such talks about internet access would be open for the public participation through actual meetings in designated centers and even online.
